You don't join per se. It's a blog; you just read the news and comment on their posts. I got on the panel mainly because I volunteered to help them out; I don't even have admin privileges.

It's the long white box at the bottom of the player. So you're watching a video, and there's a white strip at the bottom of the player, divided into two parts. Click on the right part, and you can type stuff.

Well, there isn't a "page" for it.
On Nico Nico Douga there's a new video posted every week.
Just look up UTAUランキング (insert number of ranking here) and you'll see it. They're on eighty-something, I think.
