Brief Physical Description: Wears primarily blue and black, with a blue ribbon in the zipper of his coat. His fringe covers the left side of his face because he can't be bothered to brush it. A piece of his fringe often gets caught on a piece of metal sticking out of his neck. His eyes are large and purple-blue.
Personality: Neurotic. Carries a can of window cleaner or bear spray on him at any given time, and will shout for the police if a person bothering him is being persistent (hence his name).
History/Backstory: 911 attracts anomalies and strange beings, and deflects normal people. He isn't very happy with it. He's often followed by random ghouls, though most of the time he can't see them. Normal people with strange personalities seem to be immune to his ability.
Recently, he's being followed by a creature without a face. 911 likes the idea of a normal person being an anomaly, but to be honest, he's too terrified of it to so much as hold a conversation.
