The robot sitting on the window is a window sitter from the anime Negima. The Konata head is a cpu monitor powered by a windows side gadget known as "system animator"

The gadgets window is opened in Vista by pressing the + button on the sidebar. In Windows 7, I had to search for it on the Start Menu.
