Yeah, this confuses me. I downloaded a few USTs that come with their own OTOs. What are those there for?

Hmm, I've never encountered those before, but could they possibly be OTOs for the UTAU originally used with the UST? 'Cause I don't think the OTOs would be for use with just any UTAU who'll be used to sing the UST, I know how weird some voicebanks can sound when using OTOs configured not specifically for them...

I know Yura Honya releases OTOs with her VCV usts sometimes. It's because Yura is a ~wonderful~ Teto Manipulator and she edits the unripe doo-doo covered banana out of the oto for the specific song.
