Converting into romanji?

Long story short my computer disowns any Japanese character. Which makes it impossible to put in aliases, or convert things into romanji sense all the characters come up as question marks.
Is there any way I can fix this? Or is there a place I can download Romanji usts?

There are some romaji USTs out there, but in the long run you'd probably still want to download Applocale and change your system locale to Japanese, and if you have the Windows XP CD, it's really useful in the long run to have East Asian Characters installed on your computer. Hope that helps! ^__^
